NEWS: fix/deduplicate texts about dlopen

The para for libcryptsetup duplicated the text three paras down.

The news for 259 used the phrase "$library support is now implemented via
dlopen()", which is a copy-pasta from an earlier paragraph which talked
about "Linux audit support" and "PAM support". We support PAM, but we
don't "support" libpam, we use it.
