systemctl: convert to VERB_COMMAND and add --introspect-cli

The custom help() is replaced by a COMMAND() description, and
--introspect-cli is added. The generic help-verb check in the test is
filtered out, since systemctl's "help" verb shows unit manuals and fails
without arguments.
