Bump minimum version of python to 3.9
This was announced in fd8c620751 and every
still-supported distributo release provides at least 3.9, as tracked by #38608.

ruff: Default to python 3.7 version
For some use cases we still want python 3.7 compat so let's default
to that and only target python 3.9 in a few specific cases.
